CS ICCG Monitoring Mission to AAF and Bzebiz Camps


The objectives of the mission were:
 To observe/assess living conditions of IDPs.
 To assess absorption capacity in case of a mass influx of IDPs from western Anbar.
 To talk with the people newly displaced from areas under ISIL control in western Anbar.
 To talk with partners operational on the ground.

Direct observations

Key findings: 

 Returns movement from Anbar camps have slowed down as many IDPs cannot return to their areas of origin especially in areas where there is still no security decision to allow return, heavy destruction of civilian houses, or issues related to ISIL affiliation.
 New IDPs from west Anbar continue to arrive to Bzebiz and AAF camps on semi-daily basis, humanitarian partners need to maintain their services and coordinate with relevant authorities to address the current issues and gaps, including:
- Advocate and engage with central and local authorities to assume their responsibility over the camp managements by providing adequate support (salaries, equipment, etc.) and close supervision. Humanitarian partners need to complement that with more capacity building opportunities for camps managers and staff.
- Need to upgrade degraded shelter and WASH units to ensure their availability for further IDPs influx.
- Advocate and engage with central and local authorities to increase fuel provision necessary to run services in camps when national electricity is off.
- Need to increase relevant assistance for summer season including distribution of summarization kits and establishment of communal areas with air water coolers in camps where water and electricity provision is not sufficient.
- Further assess and advocate for the protection issues impacting IDPs freedom of movement in AAF.
- Further assess the key services in Bzebiz and AAF camps including food, health, and education provision.
