Protection Cluster Assessment Report STY Haiyan (Yolanda) 29 November, Issue No. 9


  • The cluster is currently drafting the Strategic Response Plan in close coordination with cluster members.
  • The number of IDPs moving out from severely-affected areas continues to increase however, among these IDPs only about 10% have stayed in evacuation centers. The rest went to their relatives.
  • Many families have been going home during the day to participate in cash-for-work programs or to rebuild their homes. They returned to camps only to sleep. However, there are reports that cash-for-work program has been only offered to men.
  • IDPs continue to face protection risks by living in the dark in congested evacuation centers, in makeshift dwellings without partition and proper roofing, and in remote areas lacking of food and clean drinking water. This dire condition has been compounded by rain.
  • Affected people have started to work outside leaving their children in the care of extended family members.
  • IDPs inside schools need protection and proper shelter assistance when classes resume in Tacloban City in January and Ormoc City in December.
  • IDPs do not have sufficient knowledge regarding the government’s assistance and relocation plans.
  • Coastal and uplands barangays in remote locations need protection and shelter assistance. In Barangay San Joaquin and Visarez, Capoocan Municipality (Leyte) families are staying in their makeshift shelters made of salvaged materials.
  • In Ormoc City, the first Protection Cluster meeting was conducted. Cluster members agreed to focus on strengthening information dissemination regarding assistance and family tracing system, and reactivating referral pathways.
  • A three-day protection monitoring was completed in Roxas and it was found out that the priority protection issues include loss of legal documents, lack of adequate communication between family members, and limited targeted response to  persons with special needs (i.e. 
disabilities, elderly, single-headed households, single women).
