Since 2008, DCRU has steered disaster preparedness and response efforts of the UN Agencies, Red Cross Red Crescent Movement and NGOs in support of the Government. Part of DRCU mechanism, the Rapid Emergency Assessment and Coordination Teams (REACTs) in the north and south of the country undertake joint needs assessments in small- to medium-scale emergencies. These inter-agency teams comprise representatives of the UN organizations, Red Crescent Society of Kyrgyzstan, and the wider humanitarian community.


DRCU is a consultative-deliberative mechanism whose main purpose is to coordinate humanitarian response to emergencies upon the Kyrgyz Government relevant request and enhance collaboration among DRCU partners and other key actors. To accomplish the objective DRCU partners are committed to:

  • Improve further existing DRCU practices
  • Establish required structures (groups, task forces, platforms, teams, networks and etc.) by taking necessary decisions to allocate functions, responsibilities, and authority based on developed terms of references
  • Build capacity and maintain “stand by”/readiness state of appropriate human and material resources to ensure effective and proper emergency humanitarian response, in proportion to emergency threats and risks, and needs on sites
  • Prepare and update emergency contingency plans at sectorial and inter agency levels
  • Timely share and disseminate information among DRCU partners on emergency response preparedness/emergency response and render humanitarian aid

The DRCU exists of the following elements: Council, Sector Groups, Rapid Emergency Assessment and Coordination Teams (REACTs) and Secretariat.
