The Protection Standby Capacity Project (ProCap) - an inter-agency initiative created in 2005 in collaboration with the Norwegian Refugee Council (NRC) seeks to build capacity of relevant actors to enhance the humanitarian protection response.

Senior ProCap Advisers support the strategic and operational humanitarian protection response for IDPs and other vulnerable populations. ProCap’s goal is to strengthen the collaborative response between protection and non-protection mandated organisations, and supports the Inter-Agency Standing Committee (IASC) Principals’ Statement on the Centrality of Protection in Humanitarian Actio

Senior ProCap Advisers

A small core team of senior, experienced, full-time Senior ProCap Advisers (at UN P4/P5 equivalent) on permanent rotation in the field deploy to the Humanitarian Coordinator, UNHCR, UNICEF, OHCHR, OCHA, or other agencies with a particular protection mandate.

The ProCap Inter-Agency Steering Committee

The ProCap project is led by a Steering Committee that exercises oversight, provides strategic direction and participates in recruitment and deployment decisions.

The ProCap Inter-Agency Steering Committee meets and communicates regularly. It is comprised of OHCHR, UNHCR, UNICEF, OCHA and ICVA. NRC and the GPC have observer status. For further information and contact details of the Steering Committee Members, please see the table below.

The ProCap Support Unit

The ProCap Support Unit, hosted by OCHA (UN Geneva), has a management function: it facilitates the work of the Steering Committee (including decision making processes regarding deployments), interacts with humanitarian country teams to develop requests, supports deployment of Senior ProCap Advisers by acting as the contacts point for all content-related aspects that they may encounter, liaises with standby partners and donors, implements the ProCap training programme and manages this website.

Located in OCHA, this provides the ProCap project with a solid inter-agency anchor and links Senior ProCap Advisers to general discussions concerning humanitarian policy and coordination.

The Norwegian Refugee Council
