HURRICANE MATTHEW EMERGENCY RESPONSE MULTISECTOR ASSESSMENT

Metodología: 

In order to effectively inform multi-sector planning, REACH opted for a qualitative, area-based approach to data collection.

SAMPLING
Different section communales were grouped according to geographical categories deemed as representative of the affected departments. These included the following typologies: rural or urban (including main towns); inland or coastal; highland or lowland; small island, with a subset of areas selected within each category as case studies.

In addition, the following criteria was taken in consideration for the selection of sections communales:
- Areas most affected by damage according to secondary data
- Wind speed
- Distance from Hurricane centre
- Rain level
- Population size

Other considerations included accessibility and feasibility as well as safety and security, which were reviewed in conjunction with local government counterparts. Map 1 shows the sections communales that were assessed.

Resultados principales: 

Findings are presented and analysed in two sections, firstly by type of area, then sectorally. Across all areas and sectors, the following variables have been closely correlated to level of damage and vulnerabilities:

- Proximity to the hurricane track: the closer the community from the hurricane, the more damaged a community is likely to have experienced. - Type of shelters/buildings: concrete buildings were significantly less likely to have been affected than those made of stone, metal-sheet, wood or straw. - Exposure to secondary disasters: Landslides and floodings caused by heavy rain, rivers or the sea caused extensive damage in the region. As such, proneness to such secondary disasters has multiplied the initial destruction due to the hurricane. - Accessibility: access constraints determine community member’s ability to meet their basic needs and to access key services if they are not–or not anymore-available in their area. It also proves crucial to access to assistance as more accessible areas have been targeted first.
