WASH Cluster Incident Report №85, 04/10/2017

1st LIFT PUMPING STATION of SDWP SHELLED – 3rd TIME IN 36 HOURS

Voda Donbasa (VD) has informed the WASH Cluster, that shelling of the 1st lift Pumping Station (PS) of the South Donbas Water Pipeline was repeated yesterday evening (from around 5.30 p.m., October 4). Staff were in the bomb shelter during the incident, however, the PS continued to operate in normal mode. Several shells fell within the territory of the Pumping station: again near the garage and near the bomb shelter. WASH Cluster informed OSCE about the incident immediately.

For the moment, the Pumping Station continues to operate in normal mode, however due to the sharply increased number of shelling, company's management has fears for their personnel and critical equipment of the pumping station. Fortunately, no staff were injured today, however this highlights the continued risk to the lives of critical workers, and the vulnerability of the water systems as a whole.

The 1st Lift PS of the South Donbas Water Pipeline supplies raw water (which originally arrives via the SDD channel) to five filter stations (see incident report No.83 for details):  Donetsk FS (supplying more than 345,000 people); Krasnoarmiska FS (252 625 people); Velykoanadolska FS (100 975 people); and Starokrymska FS №1 and №2 (471 816 people in Mariupol).

Note that with only 10 days remaining before the urban heating season officially starts, on 15th October such strikes during the winter period have the potential to put at risk the whole heating systems in settlements, which need a water supply to continue, and which cold freeze solid otherwise.

The WASH Cluster is in touch with ‘Voda Donbasa’ and will report any specific needs and updates to WASH Cluster partners.
