WASH Cluster Incident Report №109, 02/02/2018

SHELLING AND SMALL-ARMS FIRE AT DONETSK FILTER STATION (2 incidents)

According to Voda Donbasa (VD), Donetsk Filter Station (DFS) was under shelling on Friday 2nd February 2018, starting 14:10 (Kyiv time). All staff took cover in the bomb shelter, and chlorine pipelines around the site were closed off to prevent leakage of the toxic gas into the environment. DFS operated in normal mode, throughout, with no identified strikes landing directly within the territory of the filter station.
Friday’s incident follows earlier unidentified firing on the DFS captured by OSCE cameras mounted on DFS on 28th / 29th January 2018: (17 seconds into the clip https://www.youtube.com/watch?v=kY4fTRpGg5o shows an apparent strike on the Filter Station). Investigation of the impact of that incident were hampered by VD not having full access to that part of their site, however the WASH Cluster was later informed that a garage building was hit, damaging two windows. The caliber or type of weapon used was not clear to Voda Donbasa.
DFS supplies water to the following settlements: Avdiivka, Kruta Balka, Vasylivka, Mineralne, Yakovlivka, Verkhniotoretske, part of Yasynuvata and western areas of Donetsk city, and it officially provides water in total to 345,309 people (December 2016 figures from Voda Donbasa).
The WASH Cluster will report any specific needs or updates to WASH Cluster partners.
