Inter sector monitoring mission to IDPs in Kass Town - 23 Feb 2016

To monitor humanitarian services and needs in Kass camps.

Community Leaders’ Meeting, interviews, observation, and site visits.

Key findings:

1. Community leaders reported at least 111 HHs as new arrivals to Kass from Jebel Marra (Torray, Daly and Tarantara.) in the last four weeks. The new arrivals are staying with family members / host community and are not identifying / reporting as new IDPs for fear of arrest by security personnel. It is likely that the number of new arrivals could be higher as more people come forward.
2. The HAC locality commissioner reported that the office had been unaware of any new arrivals, but that now that it has been reported they will follow up with leaders for a formal registration process, after which they will submit the list of names to HAC at the State level for follow up with humanitarian actors.
3. New IDP arrivals reported that there are two further groups of displaced people which have been unable to reach Kass due to government forces blocking the roads. One of the groups remains trapped in the mountains and the other group is approximately 20 - 40km from Kass town, close to the road. New IDP arrivals have been unable to communicate with family members in the group since their arrival in Kass.
4. IDPs are in urgent need of basic NFIs, food and psychosocial support.
5. There is an urgent need for more in-depth information on the scale of needs, population figures, resources on the ground etc. A follow up mission to conduct detailed sectoral assessments –preferably an overnight- mission due to the insecurity of the access road and distance from Nyala
