Protection Cluster Assessment Report STY Haiyan (Yolanda) 25 November, Issue No. 8

HIGHLIGHTS

  • The results of the community level assessment undertaken on 20-21st November show that 95% of respondents were badly affected by the Typhoon and its aftermath and protection issues: 42% of respondents cited lack of documentation , 40 % separation or problems of communication with separated family members,    20% risks for physical security.
  • Protection Cluster is developing a Protection Strategy which will focus on Physical security, Access to Basic Services, Documentation, Coordination and partnership, SGBV, Child Protection, and Indigenous People.
  • Protection Cluster in Guian Municipality developed criteria in identifying the vulnerable population needing immediate assistance and these include children 0-2 years old, adults over 60 years old, members with physical or mental disabilities, pregnant or lactating women, female-headed households, and child-headed households.
  • Movement of IDPs from severely-affected areas remains high especially from Region VIII. Registration is ongoing. 
  • In Guian Municipality, majority of the IDPs have no more means to reconstruct their homes due to the loss of nearly all of the fishing boats and the destruction of farms.
  • Issues on land, property, and housing have started to surface in severely-affected areas. Some of the displaced families have no land titles.
  • Protection Cluster meetings are on-going in Tacloban City (5 meetings), Ormoc City (1 meeting)  and Guian Municipality (1 meeting). 25 Protection Monitoring were conducted  as of this report. Protection monitoring in Roxas City is underway.
