Affected community consultation report

Subject/Objective: 
The purpose of the exercise was to commence a process of “community conversations” in order to elicit the voices of affected community members across gender, age, disability and diversity, and in the process, to test questions and methods for rolling this out more widely. The conversations provide qualitative data regarding the experience and needs of varying segments of the affected community and their perceptions of the quality and accountability of the response.
Methodology: 
On the 27th and 28th of November 2013, a series of focus group discussions and one-on-one interviews were held in two evacuations centres; one in Tacloban and one in Palo. Participating interviewers were OCHA staff working on accountability to affected populations (AAP) and communicating with communities (CwC), with assistance from the Philippine Information Agency, who coordinated accessing community members and provided additional translation.
Key findings: 
The most prevalent and striking theme across all groups and individuals interviewed was the lack of information available to people and the anguish that this created. Additional findings relate to the following subject areas: Interventions experienced, priority needs and unmet needs; perceptions of the process of aid delivery; information needs and gaps; communication means, preferences and differential access; knowledge of unaccountable practices; safety issues; what could be done differently
