Cash Transfer Programming in the Pacific - A Feasibility and Scoping Study

This scoping study sought to consider the feasibility of scaling up the use of cash transfer programming (CTP) in emergencies in the Pacific. The study examined four critical questions:

  • Is there an enabling environment for CTP during emergency response in Pacific Island Countries?
  • What CTP experience in emergencies has there been in the region to date? 
  • What are the key features of markets in the target countries and what are the implications for CTP feasibility?
  • Are the infrastructure and operational environment for CTP adequate and supportive?
