Rapid Population Assessment Tool

Subject/Objective: 
The Rapid Population Assessment Tool (RPAT) is to inform preliminary decisions in response to requests from local, district, or national government to provide operational assistance by international agencies and NGOs to populations to be relocated. This assessment intends to determine whether the pre-conditions for evacuations under international law are met. This primarily constitutes the free and informed consent of the population. When in contact with the communities that will be relocated, part of the assessment will inherently involve disseminating information on the planned relocation, rights and responsibilities.
