Haiti: Humanitarian Response Plan (HRP) - At a Glance (2021-2022)

At a glance

An estimated 4.4 million Haitians, over 40% of the population, will require emergency assistance in 2021. The multi-year HRP for Haiti (2021-2022) requires US$235.6 million to address the needs of 1.5 million of the most vulnerable people in 2021. The plan is structured around four thematic areas, which are broken down into strategic objectives:

  1. Nexus: Reduce the number of people in need of humanitarian assistance by at least 20% through strengthening the Humanitarian-Development-Peace Nexus.
  2. Basic needs: Ensure that at least 60% of the targeted population has the capacity to meet their basic needs.
  3. Protection and Accountability: Protect 1.5 million people, particularly the most vulnerable groups, and strengthen accountability to affected people throughout the Humanitarian Programme Cycle.
  4. Preparedness: Prepare to respond in a timely manner to the needs of people affected by natural hazards or other shocks.

The 2021-2022 HRP aims to respond to acute food insecurity by providing emergency food assistance and restoring livelihoods. The implementation of this plan will contribute to increasing access to water, sanitation and hygiene, emergency health services and education. It will help protect people at risk of violence and abuse, including GBV, and provide care for survivors. Finally, it also aims to better prepare for natural hazards and other shocks by ensuring that essential services can regain their capacity to respond to the needs of populations as quickly as possible. Humanitarian actors will collaborate with development counterparts to reduce vulnerabilities and strengthen the resilience of communities.

Interventions will prioritize the 65 most vulnerable of Haiti's 146 communes in order to focus efforts for maximum impact.
