CHF Afghanistan - Second Standard Allocation Strategy Paper (September 2015)

The Common Humanitarian Fund (CHF) for Afghanistan was established in January 2014 under the leadership of the Humanitarian Coordinator (HC). The objectives of the Afghanistan CHF are to promote needs-based assistance in accordance with humanitarian principles, to respond to the most urgent needs, and to strengthen coordination and leadership through the HC and the Cluster system.
The total amount of funding available for the under the CHF 2nd Standard Allocation 2015 is US$10.85 million. This strategy paper outlines the sectors and activities eligible for funding under this allocation, based on a regional and national consultation process held from July 2015 onwards with different stakeholders and on priorities outlined in strategy papers submitted by each Cluster.
The CHF Advisory Board met with the HC on 18 August 2015 to review the most pressing humanitarian needs under each sector and their alignment with the Humanitarian Response Plan (HRP) 2015. The high priority geographical areas of Afghanistan were taken inter consideration, as well as the priorities covered under previous CHF allocations and the CERF Underfunded Emergency (UFE), in order to come to an agreement regarding the priorities for this allocation.
