TERMS OF REFERENCE | 2018 
BACKGROUND 
Community engagement is the process of and commitment to sharing timely, relevant and actionable information to enhance informed decision making on the part of both affected populations and responders. A community engagement approach to humanitarian and development programming and operations ensures appropriate communication channels capture and disseminate information and feedback, ensuring communities guide and participate in the response, the promotion of accountability, and the enhancement of relevant and timely programming. 
OBJECTIVES 
The Afghanistan Community Engagement Working Group (CEWG) will provide technical and coordination support to promote the integration of community engagement and accountability into the programme cycle in Afghanistan to promote informed decision making and enhancing local empowerment. The CEWG will support the promotion of collective community engagement and accountability within Afghanistan. 
ACCOUNTABILITY 
The CEWG supports the application of number of global and national commitments to accountability, including but not limited to: the Core Humanitarian Standards on Quality and Accountability; the World Humanitarian Summit's (WHS) Grand Bargain commitments on local leadership, local action, capacity strengthening, and the Participation Revolution; the Commitment to Accountability to Affected Populations; and, the Afghan Government's Citizens' Charter National Priority Programme. 
GOVERNANCE 
The CEWG is led by a consortium of core partners, including: UNOPS, UNHCR, WFP, IOM, NRC. The CEWG reports to and is endorsed by the Humanitarian Country Team (HCT). The CEWG is governed by a multi-tiered approach based on time-driven inclusion: core stakeholders, which meet as required; strategic advisory group (SAG), which meets monthly; and the collective, which meets quarterly and includes members of Afghan civil society, communities, and authority. The CEWG is based in Kabul and supports sub-national community engagement working groups, where functional. 
As community engagement is an approach to programming, all organisations and coordination bodies are encouraged to join and engage with the CEWG.
