Afghanistan Faryab province Operational Coordination Team (OCT) Meeting Minutes (4 February 2020)

Faryab: OCT meeting held on 4 February. Main discussion points and actions are as follows;

Main points of the meeting;

Inter-agency teams provided updates on the humanitarian assessments and response in Faryab province as follows:

Assessments: From 12 January – 4 February 2020, totally 102 families verified as conflict-induced IDP families after assessment of 239 families in Maymana city. These families were displaced during late December from several districts to Maymana city of Faryab province. The joint teams consisted of ACTED, WFP, SCI, DACAAR, WAW/UNHCR, and DoRR.

Distributions:

On 12 January, ACTED provided cash in lieu of food to 33 IDP families in Maymana city.

On 14 January, SCI provided NFI kits to 114 IDP families in the Andkhoy district.

On 20 January, SCI provided NFI kits to 40 IDP families in Maymana city.

On 22 January, SCI provided NFI kits and WFP provided food to 65 IDP families in Maymana city.

On 28 January, DACAAR provided hygiene kit items, emergency latrines and baths and chairs to 60 New displacement reports in Maymana city.

The head of DoRR reviewed the recently reported IDP families in Maymana city. From a total of 547 petitions of 573 reported IDP families only 207 petitions including 219 families confirmed and referred to the inter-agency teams in Mayman city. They mainly displaced due to military operation from Khwajasabzposh district to Maymana city and also from Almar, Shirintagab, Qaysar, and Dawlatabad districts to Maymana city due to conflict and protection concerns. OCT members agreed to assess the newly reported IDP families by prioritizing the military operation's displaced families in Maymana city.

Additionally, there were 14 group petitions which were rejected because of not matching the IDP criteria by inter-agency team members in the meeting.

7,315 individuals (1,045 protracted IDP families including host community member families) received cash in lieu of winterization support items from Save the Children through Food for Peace project during January 2020 in Maymana city. These IDP families were displaced from different districts to Maymana city of Faryab province during the last two years.

3,150 individuals (450 protracted IDP families) received cash in lieu of winterization support items from ACTED through the AHF project in Qaysar district as well as Maymana city during late January.

2,765 individuals (395 protracted IDP families) received cash in lieu of winterization support items from NRC through the AHF project e-money system in the Andkhoy district of Faryab province.

Save the Children through AHF implementing the EiE project in Faryab province. They have targeted three districts (Almar, Qaysar, and Khwajasabzposh) and Maymana city. Totally 5,808 students enrolled with coordination of all stakeholders in CBE classes. The target beneficiaries are mainly from IDPs, returnees as well as host community members.

WFP – Seasonal Support Program; WFP will support 24,255 families through three months of food rations in 10 districts of Faryab province during February and March 2020. The assessment has been started from the Ghormach district of Faryab province.

UNHCR; 203 individuals (29 families) of PSN cases received humanitarian assistance from ORD/UNHCR during January 2020 in Maymana city.

Action points;

WFP, UNICEF, and DACAAR to provide humanitarian response to 102 verified IDP families in Maymana city. the three more days assessment result will also include with the above figures of families.
Inter-agency teams to start assessment of IDPs those who displaced due to military operation from Khwaja Sabz Posh district to Maymana city as a priority starting by 5th February.
Inter-agency teams decided to assign one team to conduct the assessment of IDPs who displaced due to the military operation in the Khwajasabposh district of Faryab province. The assigned team will start the assessment in case of accessibility.

ACTED to respond to 50 protracted IDP families in the Garziwan district of Faryab province.
